I desire to refer to Sir Ronald Lindsay's despatch

No. 844 of the 23rd July last regarding the export of arms

to China via Hong Kong,

Arrangements have now been made

for the new procedure to be applied in respect of all

consignments of arms Brinned from the exporting countries

on or after 1st October next and I shall be glad if you will

inform the United States Government accordingly. You may add,

if you consider it desirable, that in the case of shipments

From those countries which have not adopted a licensing syste

consignments will only be granted "in transit" facilities on

nroduction of a contract made between some nerson or persons

in China and some verso l'or persons in the exnorting country,

ahirments of arms from Belgium and Switzerland and they are

prepared to communicate informally to the United States

Embassy in London the fgures supplied bi-annually by the Government of Hong Kong in respect of Belgium, Switzerland and

the United States and those for all gountries combined.

The United States (overnment also raised in the note

enclosed in Sir Ronald Lindsay's despatch under reference the

question of the export of arms from Hong Kong to Macao. His Majesty's Government would observe in this connexion that

exports of arms from Hong Kong to Macao would, equally with
